In the interests of an efficient and sustainable industry, SAEPA maintains specialist committees which meet regularly to evaluate developments affecting service providers, end users and third parties and liaise with the relevant authorities.

The authorities have made it clear that they will not and cannot accept representations from individual companies. They are, however, willing and prepared to listen to and deal with the industry as a whole. In this regard, they have accepted SAEPA as the representative body and voice of the express delivery industry in South Africa. Our specialist committees meet regularly and frequently with authorities such as the Department of Customs, the Postal Regulator the Civil Aviation Authority, the Transport Education and Training Authority, the Department of Transport and the Airports Company of South Africa.

Our specialist sub-committees cover the following pivotal areas :
  • Air Cargo Security
  • Customs
  • Postal Regulation
  • Road freight
  • Training and Development
  • Wellness
  • Social Activities

Air Cargo Security
Our committee co-operates with all the bodies in the cargo security chain to identify, encourage and enforce best practice and procedures in the critical area of cargo security. It works closely with the Civil Aviation Authority and other statutory bodies to implement the stringent cargo security measures mandated by the global community. In addition its role is to alert member companies and their clients to the required compliance procedures.

This committee enjoys a mutually-beneficial working relationship with the Department of Customs resulting in effective procedures that expedite the movement of consignments while complying with strict Customs requirements. It consults with South African Customs concerning the implementation of the new Customs Act and the introduction of Customs automation.

Postal Regulation
We represent the interests of the public and service providers by consulting with those responsible for drafting legislation and regulations.

Road Transport Issues

SAEPA gives input to the relevant parties on matters affecting deliveries by road such as AARTO, e-tolling, licensing etc.

Training and Development
Our belief is that properly-trained and educated people are essential to the efficient working of this vital industry. SAEPA engage in numerous skills development initiatives aimed at creating career opportunities for young South Africans. These include devising and registering National Qualifications Framework NQF registered qualifications specific to our industry via the Transport Education &Training Authority (TETA). The Association is also active in facilitating and sponsoring Adult Basic Education and Training (ABET). A monthly technical forum (junket) held to discuss issues of mutual interest and featuring guest speakers has been enthusiastically received and is regularly well-attended by high-ranking Human Resources managers.

SAEPA founded Wellness Express, a low-cost primary health care service tailored to member company employees and their families. The dedicated clinic is in Kempton Park, the hub of South Africa's express delivery industry.

Social Activities
Members are invited to association meetings to discuss business and to social functions for networking and fellowship with other members and stake holders such as users of express delivery services, suppliers to the industry and strategic allies.
